Amendment 20
Section 2

The Congress shall assemble at least once in every year, and such meeting shall begin at noon on the 3rd day of January, unless they shall by law appoint a different day. |
This Amendment changes Article 1, Section 4, Paragraph 2 of our Constitution.
The original date was the First Monday in December. This assured a short session because of the impending Christmas holiday. Now, our Congress has the balance of the year to be in session.
