Section 9 - Paragraph 5

No tax or duty shall be laid on Articles exported from any state. |
This is simply more proof that the Federal Government has no power or authority to regulate or control the business activities of the Sovereign People.
All goods exported from any State will belong to the Person who created the goods. This restriction is a ban on the Federal Government being able to tax, or control, the Sovereign Individuals.
The Federal Government can only deal with the several States themselves in the same manner as they can deal in and with Foreign Nations and the Indian Nations. That's why all three entities are mentioned in the same Paragraph in Article 1, Section 8, Paragraph 3.
