Section 7 - Paragraph 1

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other bills. |
Our Founding Fathers set it up so the bills concerned with spending the People's money were to originate in the House where the Representatives are directly elected by the People. Since we now elect our Senators too, this foresight and wisdom is moot.
